Beijing seeks to solve post-Games headache

China Daily — Huge investments go into the venue(体育比赛场馆) construction, which seem to be for nothing but the Games' half-month glory alone. Moreover, large sums of money are required for their maintenance following the Games.

This is a universal problem faced by all host cities. Moscow, Los Angeles, Seoul, Barcelona, Atlanta, Sydney and Athens have all had the same headache. The only difference lies in the degrees of intensity. Beijing, the next host city, is bound to find the same problem once the 2008 Olympics conclude.

How can this be avoided? What can Beijing learn from its predecessors' experiences and lessons? Athens, the immediate predecessor, is doing something about it and may offer some useful ideas for the Chinese capital in this regard.

A company, the Greek Olympic Property SA, was founded in 2002 to handle venue affairs after the Athens Games. It began operating in 2004 and has been involved in the post-Olympic development and management of facilities, said Christos Hadjiemmanuil, president of the company, in an interview with a group of Chinese journalists last week in Athens.

The operation of the company is governed by market forces much like privately owned firms, although the Greek Olympic Properties SA and all the venues are owned by the state, according to Hadjiemmanuil.

The company oversees the management of 15 Olympic complexes (or 22 individual Olympic facilities) while the other two firms are in charge of the rest.

All 15 complexes have been put forward for international bids for their post-Olympic use. The first-phase bidding has been completed but the outcome has yet to be announced. The second phase will be conducted at the end of February and the third phase at the end of March, according to Hadjiemmanuil.

Fortunately, the venue construction contractors are currently responsible for the maintenance and management of the venues because the signed contracts stated that the contractors should bear the maintenance costs of the venues in a given period of time after the Games, he said.

Sir,

The majority of your readers must have been surprised and shocked to read a letter from Mr. R. Hogg, published in last Wednesday’s Herald. Mr. Hogg seems to think that his own convenience and that of motorists in general are the only things that matter in our city.

I would have more sympathy with Mr. Hogg if he just made suggestions to improve the situation. No doubt his problems would be partly solved if the local government built a multi-storey car park in the city center, instead of encouraging motorists to use public transport. All the same, judging from the tone of Mr. Hogg’s letter, I suspect that motorists who are so careless of pedestrians’ safety that they would rather park their cars on the pavement than hold up the traffic would probably be too lazy to use a multi-storey car park if they had to walk a few hundred yards to their destination afterwards.

My main reason for writing, however, is much more important. Does Mr. Hogg realize that, according to figures issued by the Department of Transport, 13,000 people were knocked down in Britain last year because of cars being illegally parked either on the pavement or on crossings? In fact, although the total pedestrian casualty(伤亡事故)rate has fallen over the last ten years, there has been an increase in accidents caused when pedestrians have to step out into the road to avoid parked cars on the pavement and cannot see oncoming traffic.

I cannot share Mr. Hogg’s view that the government have paid little attention to “long-suffering motorists”; and I think the punishment for dangerous parking should be made severe enough to stop all motorists from breaking the law in this way.

China has recently been faced with serious issues of product safety. In Paname, it is said that medicine made with a poisonous chemical sickened some people. A Chinese company had identified it as diethylene glycol, a low-cost substitute commonly used in automobile antifreeze(防冻剂).

Some countries have banned Chinese-made toothpaste containing diethylene glycol. China has now told companies to discontinue its use, even though it says the toothpaste is safe.
