Americans often say that there are only two things a person can be sure of in life: death and taxes. Americans do not have a corner on the “death” market, but many people feel that the United States leads the would with the worst taxes. Taxes consist of the money which people pay to support their government. There are generally three levels of government in the United States; federal(联邦的), state, and city; therefore, there are three types of taxes. Salaried people who earn more than four to five thousand dollars per year must pay a certain percentage of their salaries to the federal (national ) government. The percentage varies for individuals. It depends on their salaries. The federal government has a two-level income tax; that is, 15 or 28 percent. $17,850 is the dividing point. The tax rate is 15 percent below $17,850 and 28 percent above. The second tax is for the state government: New York, California, North Dakota, or any of the other forty-seven states. Some states have an income tax similar to that of the federal government. Of course, the percentage for the state tax is lower. Other states have a sales tax, which is a percentage charged to any item that you buy in that state. For example, a person might want to buy a package of gum(口香糖)for twenty-five cents. If there is a sales tax of eight percent in that state, then the cost of the gum is twenty-seven cents. The third tax is for the city. This tax comes in two forms: property tax (citizens who own a home have to pay taxes on it ) and excise(消费税) tax, which is collected on cars in a city. The cities use these funds for education, police and fire departments, public works (including street repairs, water and so on ) and municipal(市政的)buildings. The Eskimos must hunt and fish during the whole year to supply themselves and their families with food. In winter, they hunt the seal, the walrus, and the polar bear. The seal is an animal that breathes air but can live under the ice. When an Eskimo hunts the seal, he cuts a hole in the ice and tries to kill the seal when it comes up to breathe. He uses a harpoon, which is a spear with a rope tied to it. The walrus is another animal that lives in the sea. It is very large, and has two long teeth called tusks. These tusks consist of ivory(牙质), like those of an elephant. The polar bear is a large, dangerous animal. It has heavy white fur and is hard to see in the snow. In summer, a few other animals come into the northern regions to eat the grass and moss(苔藓)hat grow there. One of these is the caribou, an animal like a large deer. The Eskimos hunt these animal for their meat and hides(皮革), and they also hunt birds and catch fish. Everything that is useful is saved. The Eskimos use the meat from animals for food. They melt(熔化)the fat from their bodies and use the oil as fuel. They make tools out of animal bones and out of the ivory tusks of the walrus. Until the Europeans came into the northern lands, the Eskimos even made needles out of bone and ivory. Now they can buy metal needles. If an Eskimo is very lucky, he may kill a whale, or a dead whale may wash up on the shore near his home. The whale is an especially useful animal ,because the weather is too cold for trees to grow. Eskimos get all their wood from the sea. Sometimes floating wood from places farther south washes up on the shore. This wood is called driftwood. 60. Sailors used to speak of a  “jack” when they meant a flag which was set near the bow(船头)f a sailing ship. The flag showed the country to which the ship belonged. In memory of him, they used a white cross on a blue  background. This cross was shaped like the letter “X”. The new flag was a mixture of both flags with two sets of crosses.
